With reference to your letter No. 33453/25 of the

27th July, respecting the appointment of Mr. H.C. Anderson

as assistant Customs attaché to the United States Consul-

General at Hong Kong, I am directed by Mr. Secretary

Chamberlain to state that in his opinion the same objectiona

would apply to this appointment as in the case of the proposed

"Customs attachée" to the United States Embassy in London,

who were the subject of the note addressed to the United

States Ambassador on the 1st July, of which a copy was

enclosed in Foreign Office letter (A 3120/184/45) of the 11th

Doms

2. In the circumstances Mr. Chamberlain suggests that

the Governor of Hong Kong should inform the United States

Congul-General that the activities of these United States

officials has formed the subject of correspondence between

His Majesty's Government and the United States Government,

that in the circumstances he regrets the necessity of with-

drawing the provisional recognition hitherto accorded to this

officer.

3. In order to prevent the possibility of a similar

occurrence, the Secretary of State further suggests, for Mr. Amery's consideration, that the officers administering the

governments of all colonies, protectorates and mandated

territories/
